T&Q: Timer obscures assessment title when taking a test

Description

When a student is taking a timed test, the collapsible timer obscures the H1 heading displaying the title of the assessment. This occurs whether the timer is collapsed or not.

To resolve this more negative space above the assessment title heading should conditionally display for timed tests so that the title of the test can be viewed unobstructed.

Assessment title is not obscured by timer. Verified:

As a sidenote, the timer bar appears below the title in 22x and above it in 21x.

Jacob nice detailed comment, this will need to be retested on 22.x as it was never merged there til now.

Expected behavior observed on 24, 23, and 22, but 21 still features the timer covering up the quiz title.
