Essentially, there was a checkbox in Site Info that wasn't being enforced in Site Members.
Is it possible that some of those defaults set there are still present?

One other point regarding assignments…if an assignment is released to a group but is not a group submission, members do not see the other members. I think the assignment with a group submission should show the other users in the group since one person is submitting.
I’m in the process of testing TA perms and the roster right now which brought me back around to this Jira!

There are several issues here:
The “Allow members to see the other members of this group” option being unchecked is not working in Assignments, Roster, Email tools
What should the default for “Allow members to see the other members of this group” be? Enabled or Disabled? Although this comment in SAK-29100 suggests that the default should be disabled, I think Andrea’s comments above are good. There are probably many more instructors that would want this enabled. Unfortunately some instructors (e.g. special needs courses as described in SAK-29110) will have to edit their groups and disable the option.
The email tool should not show you other groups or sections at all. Other tools like site info and roster don’t show student other groups at all.… or should this be a separate JIRA?
If group is locked because it is linked to an assignment, I understand you can’t edit the group membership (but should you be able to? maybe only if there are submissions? or should you be able to at any time?) but should you be able to at least change the “Allow members to see the other members of this group” option?

I think you meant ‘if the option is unset’? Regardless, No, I think you should still be able to use group assignments. We just need to hide the group members if the option is disabled (i.e. hide group members)

@Austin Imagine the following scenario:
There are 5-10 groups with 5-10 students per group
The instructor did not check the box to allow members to see each other
The instructor creates a group submission assignment and selects those groups and posts the assignment
The students see the assignment and that it is a group assignment, but they cannot see their group members
Now the instructor is flooded with emails
If group members can no longer see each other for a group assignment, and those groups (without that permission set) do not display in the list of groups to select from in the assignment, but there is a message for the instructor to change the settings,
the instructor can save the assignment
go to site info > manage groups and make the changes for the groups
reopen the assignment, select the groups and post the assignment
Which is a greater inconvenience? I would think posting the assignment and then receiving emails from students because the group members aren't displaying is a bigger headache.
In Site Info, when you create a new group, the default for
"Allow members to see the other members of this group"
is unchecked. And that works when students view groups in the Site Info tool. However, in other tools such as Assignments and Roster, email, etc. students can see the membership
