Time zone error when importing google calendar.

Description

When importing an external calendar, for example from Google, Sakai uses the server time zone, instead of the configured time zone.

Cannot reproduce on 19.4 nightly server or 21.x trunk server with iCalendar file imported. , could you please elaborate on the test plan and upload the external calendar file you have used for testing? Thank you!
