Assignments / add option so school can have 24 hour notification unchecked by default

Description

With the new option in Sakai 19 of the 24 hour notification, the checkbox on the assignments page is checked by default.  Some clients will want this unchecked by default so instructors must check it to enable it for their assignment.  Can a property be added so an instance can have that option unchecked by default within the assignments tool?

Feature defaults to true

To have option unchecked for an instance - asn.reminder.email.default=false
