"Set Score for Empty Cells" (all Grades) to erases comments in empty cells

Description
When Setting all empty cells to any value in Gradebook, the comments, which are grade-less cells, are erased in the process. This is counter-intuitive as the cells are not "technically," empty only the grading section of the cell is empty.
Verified on nightly trunk using provided test plan.

Thanks Aaron, Shawn, I was able to reproduce it with the new test plan. I also updated the title as setting a single grade isn't causing an issue but setting the score for empty sells (which is a separate action I didn't know about) causes this problem.

Thanks, @Matthew Jones. We discussed this on the Core Team call today and were looking for someone to assign the issue.
