Based on the priorities there's no exception for Gradebook. There is a workaround and I believe if you queried how many users grade on percentage it would be very small. It doesn't interfere with normal site visitors use of a site and it doesn't trigger any errors. Just trying to be consistent with the document.
If all Gradebook issues should be held to a higher standard then that's different and should be documented. I feel like Sakai "really" has 3 priorities Blocker/(Critical + Major)/Minor. Or maybe it's Blocker/Critical/(Major + Minor).
An issue like has no workaround affects everyone so that's a Critical. Side-by-side I'd say that one needs more attention than this one.
I'll bump this back if triage thought this was higher priority.

This went thru triage and was assigned 'critical' for that reason.

It's the grade book. When the grade has to be fudged, it calls into question the entire system.

I'm going to lower the priority of this. It's only for percentage (which isn't the default) and it seems to only be for 0% as mentioned so there are workaround(s). Not idea but doesn't fit as Critical.

Design Principle: Every "do" should have an "UNdo".
When using percentage grading mode, if a student is given 0% for a particular assignment, they cannot then have the score deleted and set back to ungraded.
When trying to change the 0% to ungraded, after hitting "backspace" to delete the grade entry, no green checkmark appears in the cell to confirm the change has been saved. (However "All changes saved." does appear next to the "Add gradebook item" button. The score does disappear temporarily, but when the Gradebook is refreshed the score is back.
As a workaround, if the score is changed to any other number first (e.g. 100%), then the grade can be deleted and set back to ungraded. Oddly only 0% is affected by this issue.
