[Bulk Comment] This issue is reported as affecting Sakai 1.0, 1.5, 2.0, 2.1, and/or 2.2; however, it is not reported as affecting a currently supported version of Sakai (2.3 or 2.4). If this issue is indeed still a concern for a supported version of Sakai, please do re-open the issue and add the appropriate 2.3 and/or 2.4 version to the Affects Version field. (Please do not remove existing Affects Versions when adding the new Affects Versions.)
The implementation of certain local institutional policies implies that one be able to set permisions on certain activities that can't be overiden in any site level permision tool such as site setup or the permision widget in resources. For instance if local policy requires that only users of type x can view official id photos then a permision policy.roster.viewIdPhotos could be implemented in the !user.template.x realm and could not be overidden by any site owner.

Implementing this as a sakai.property would by nature limit its flexibiliyt, for instance some schools may want to limit an activity by user type while others may wish to do so by role in a site
