Given that Announcements and Resources have already done this we should just work n getting this addressed in Syllabus rather than worry about a vote.
Cloned from SAK-3864, which addressed the issue for Announcements and Resrouces, but not for Syllabus. The former two were addressed in 2006.

Because of concerns over fair use issues, as an option, provide sakai.properties that specify whether the public check box shows up for Announcements, Resources, Syllabus.
The defaults would be true so as to not affect any current installations.
allow.public.announcements=true
allow.public.resources=true
allow.public.syllabus=true
If false, the public checkbox wouldn't show up as an option when creating/editing the associated content types.
