Assessment's part attribute lost when instructor exports and imports an assessment

Description

Steps to reproduce the issue:

1. Create an assessment with questions.
2. Click the "edit part" button and select the "Random within Part" option.
3. Export that assessment and after importing it.
4. The imported assessment loses the "Random within Part" option selection.

I've attached a mockup image to clarify the use case.

This was tested only importing assesments from SAKAI 11 to SAKAI 11 i guess

Was this tested before it was verified? https://sakaiproject.atlassian.net/browse/SAM-2781#icft=SAM-2781 shows that Sakai 11 no longer allows importing assessments....
