Cannot import assessments made in previous versions of Sakai

In my attempts just now, both on http://qa01-sakai.marist.edu:8080/portal and nightly2 Trunk (master) on MySql, the assessment I imported (attached here: SamigoTestManyQuestions.zip) came up with no Parts and no questions. The attached assessment was created in our Sakai 10.2 instance.
When I went to Edit, I had no drop-down available to add a question. Attempting to click Add Part and entering part information, then saving, did not actually create the part.
To reproduce:
Save the assessment I attached here (SamigoTestManyQuestions.zip)
In samigo, click Import.
Click Browse...
Select the file and import it.
Next to the newly imported Comprehensive Samigo Test, select Edit. You'll see no questions, no parts, and no option to add questions.
Click Add Part.
Enter a Title and click Save.
You're returned to the Questions screen with still no part or questions available.

To reproduce quiz import with missing questions:
Export a test (I used the
Content Packaging
export type) from a Sakai 10.2 instance with "all of the questions" (I tried, but could not attach the exported quiz to Jira - got error that there was a missing token).On https://trunk-mysql.nightly.sakaiproject.org/portal, I created a project site and imported the test into Tests & Quizzes.
The test appeared to import and was listed on the Working Copies tab.
I clicked Edit in the pull-down menu to open the question editor for the quiz. There were no questions in the imported quiz.

An assessment that imports into Sakai 11 with no questions, is exported to user computer, then imported back into Sakai 11 now shows 10 blank essay questions.
Any assessment created in a previous version of Sakai cannot be imported correctly into Sakai 11. Test will either show no questions, blank essay questions (1 point each), or will not appear at all - varies based on the way file was exported and the options (Respondus vs. Sakai system) selected for import. Settings are also missing.
To Reproduce:
Create an assessment in an earlier version of Sakai
In Sakai 11, go to Tests and Quizzes
Click Import
Browse to file
Click Import
