Questions do not copy when copying question pool

Description

When copying a question pool to another one, the questions do not get copied. This bug is new in 10.5.

I tested copying both pools and subpools on trunk. Both successfully copy, along with their questions, to a top level dir or within another pool if chosen.

Should we put a merge flag on this ticket for the 10 branch then?
