I think this is the same as https://sakaiproject.atlassian.net/browse/SAM-2555#icft=SAM-2555 and https://sakaiproject.atlassian.net/browse/SAM-2637#icft=SAM-2637 and to me it doesn't appear to be an issue anymore. So I'm closing.

Steps to reproduce:
1 - Log in as instructor/sakai
2 - Create a site and add Test & Quizes
3 - Go to the tool and you will see 'screenshot #1'
4 - clic on any of the links from the menu (Assessment Types, Question Pools or Event Logs)
5 - Now, if you clic on 'Assesments' and you will get 'screenshot #2'. It should be displaying #1.
If you refresh the tool (clic on Test & Quizes) you will go back to 'screenshot #1'
