Tested on QA3-US: sakai-2.9.0-a01 (Kernel 1.3.0-a01)- Server qa3-us
Am able to select average score, tested to make sure the average was actually sent to the gradebook and shown as the final score. Checked "View All Submissions/Scores" and "View Only Recorded Scores".
This seems to be working as expected on 2.9.0-a01.

Revision 76896 and 76897.
Currently, the only choices are highest score or last score. A number of our professors were interested in saving the average score instead of these choices.
There is a setting you need to change in sakai.properties in order to turn this feature on: samigo.canRecordAverage=true
