Instead of showing audio recorder when it doesn't work, show Flash

Description

This seems to fall back to Flash properly for IE, but doesn't for older versions of FF (won't work pre FF27)--if users are using Extended Service Release (corporate version of FF) then they still are only able to use FF 24 and may still be until fall 2014 or later.

To test, test on FF24 or 26 and make sure you are seeing Flash.

Here is a list of browsers that can support web audio api (http://caniuse.com/audio-api)

Looks all good to me in IE11. Yeah, there's nothing that's causing a problem I'm able to record and playback without any problems in all browsers I was trying.

Maybe there's some unusual edge case since you still have to accept, but that should be a lot more obvious and harder to get away from now if the fixes from
https://sakaiproject.atlassian.net/browse/SAK-26145#icft=SAK-26145 get in there too.

Haiyan Zhou of Duke University tested. The first time she tested it worked for her on IE 11 and Windows 7. Played inline in IE. Today when she tested she got a pop-up box for something (she doesn't remember what) and after that she got the "Invalid Source" box. She knows the difference between the pop-up authorizing use of the microphone because she sent me a screenshot from that for the time it worked, so the pop-up is something else.

I would be inclined to set this Jira as verified and get it merged into 10, and open another ticket to investigate why this unusual behavior.

But let's wait to see if Matt has any ideas first.

What about Sakai 2.9.x? Does playback work there after recording using the Java applet?
