Updates to audio recording widget for better IE playback/recording and flash recording

Description

As reported in comments on SAK-24415, the recording widget the compatibility with IE wasn't as good as other browsers. I had some fixes that could help with that

Thanks for merging this one. Yes, I consider this verified after discussing in more depth with Matt Jones. Opened a new ticket https://sakaiproject.atlassian.net/browse/SAK-26224#icft=SAK-26224 to help with the IE 11 playback issues. I may also open a separate issue to discuss the images (player 1 of 2, etc), but that would be a lower priority.

In summary, IE 11 / Windows 7 will not work if Antisamy is set to high, which is default OOTB , and will not work if Quicktime is installed, even if AntiSam is set to low.

Tested adding audio to CK Editor in Announcements on Chrome/Mac and on IE 11/Windows 7.

The gist of it is that it seems that I can record on both Chrome and IE 11, and playback on Chrome, but not IE 11, and that I see some confusing images/messages.

Notice first_save_player_images.png I see images that say "Player 1 of 2" and "Player 2 of 2". If I save and go back to edit, then it shows me editing_announcement.png, simply "Player 2 of 2". Also when I save, I see the html_notice.png , which does not inspire confidence that the recording worked, even though it did. I see the same behavior on both browsers.

Finally, for playback, on IE 11 I see invalid_source.png image . Now this is also what I saw when testing the Audio recording feature for Samigo, but apparently not all IE 11/ Windows 7 users who tested see the same thing (I'm not sure).

My thinking is that we should set this to Verified and merge it in because it is better behavior than the current situation in which one cannot successfully record in IE , and then open up two tickets, one for the player 1/player 2 , and the html message, and another ticket for the Invalid Source message. And we should try and get other users to test this on IE 11/ Windows 7.
