Option to Not Display how many points question worth in assessments

Description

Some of our faculty would like to be able to hide the number of points
the question is worth for a multiple answer question in a quiz. For
example, if there is a multiple answer question where there are 5
possible answers but only 3 are correct, the student might realize that
there are 3 correct choices. In the upper right corner of the question
Sakai displays the question is worth 3 points which most students will
know means to pick 3 of the 5. This gives away part of the answer. There
should be an option to suppress how many points the question is worth.

The option is not working right now, not sure what break it.

This makes sense to me.

to recap:
-remove option at question level settings
-move test setting under "Feedback" area

I feel it'd be better to get this into trunk before the code get's too old. I can do this if that's ok.
