Adding test to GBNG: no place to assign category

Description

In Settings, a test can be automatically added to gradebook but there is no place to set category (gradebookSettings.png). In Assignments, the option to choose category displays automatically if categories are enabled (assignments.png). If multiple exams/quizzes are added, editing category individually through GBNG is very slow.

Issue persists in 12 Nightly, adding UX and T+L labels for these teams to review.

This issue is persistent for GBNG and Gradebook.
