In Assignments, choose GB Category displayed under wrong radio button

Description

Using GBNG with Categories, adding an assignment includes options to associate with an existing GBNG item or just add to GBNG. If add to GBNG is selected, the option to pick a category is displayed under associate with existing item (addAssignment.png).

To Reproduce:

  1. Set up GBNG to use Categories

  2. In Assignments tool, Add an assignment

  3. Select "Add assignment to Gradebook"

  4. Note misplaced category selection options

If there are no existing Gradebook (Gradebook or GBNG) items, the Category setting is displayed correctly. Once there are existing items, it appears under the wrong radio button. This behavior is consistent regardless of the gradebook used.
