Disable cellspacing,cellpadding and border in table plugin

Description

Because of the issue mentioned on SAK-31829 and these attributes are deprecated in HTML5, these 3 features of the table plugin need to be removed for now. They may be added back in later if this issue is fixed in CKEditor.

Tested in QA 01, Working fine, Cellspacing and cell pading options are not seen in table plugin.
