It looks like this is has a PR in CKEditor and is getting some attention but still might be awhile (Sakai 13?) until this is fully resolved.

I just made a lengthy comment on the Git PR (https://github.com/sakaiproject/sakai/pull/3621) in response to Sam's worries about the approach that our patch takes.
Technically, Sam is spot on that we really shouldn't be changing 'normalize.scss' but practically speaking, any alternative solution is a huge amount of work which we cannot justify doing.

I think CK Edit should be patched but this JIRA is all about legacy content, ie, stuff that already exists but doesnt resize.

At a minimum, perhaps it makes sense to disable those options in the CKEditor table dialog as per this comment since they will not be honored:
cell padding and spacing in User created tables on HTML pages is being ignored.
