My Enrollments should better indicate when site is not available

Description

Since the column added in only shows a site if it's published we had the recommendation that makes sense to me to reflect this in the body of the content.

The idea of having different messages for role(s) is a much bigger feature than just here, and not worth it for just one case. It seems like you'd want a new API against ResourceLoader that would either determine the role or take it as a parameter. And then you'd have to have a way to define this role within the properties files. So I feel like expensive as in time to develop the feature.

I feel like seeing "Site not yet available" seems fine for both perspectives. The instructors get a super obvious banner that the site is unpublished, and that's about the only thing that would make in unavailable if they're actually in the site.

Would role detection be possible to present a similar, but slightly different message to instructors? Or would that be expensive?

I think "Site not yet available" is more appropriate from a student's perspective, but maybe not for an instructor (yes an instructor, or any user type/role, would see the same message as it's currently implemented).

How about "Site not yet available"? 

Would this message also appear in an instructor's Memberships list when he is the instructor of record for a section but hasn't created his site yet? That needs to be considered here, as well.

"Site not yet published" is better than no text, but still not ideal. In the case where a site doesn't actually exist yet (rather than just being unpublished), this message is slightly misleading.
