Remove "Add another Folder" link because it is not working

The Add another Folder link (like file) isn't working so it should be removed for now.

Seemed to be the quickest fix at the time? Maybe people could make arguments both ways? For some they want to add details right there, others just want to be able to add multiple files? Maybe a better solution would be like in the drag and drop where some details that apply to all items would just be exposed there (like availability and access) getting rid of everything else rather than the fragile process that duplicated this edit details panel in every window that was developed long ago.

I feel like the best workflow for creating lots of folders are either to do it in dav or to do it locally, zip up the structure with files and folders, upload the zip then unzip it. I haven't seen anything that manages files and folders as well on a website. Though thinking about it, managing the files and folders in ELFinder (Browse Server) feels the easiest out of all the UI's to me. Come to think of it replacing Resources with ELFinder might not be so bad, though more fine grained permissions would have to be added to ELFinder, and probably more plugins developed to handle a few things it doesn't do.

Why was the "Add Another Folder" link instead of just removing the problematic (and probably lesser-used) "Add details for this item" link?

Verified the issue on 11.x Maintenance Branch on MySql (https://qa11-mysql.nightly.sakaiproject.org/), it works fine

"Add another Folder" button doesn't exist and description text is updated.

See SAK-31371, the Edit Details doesn't link when you have multiple folders.
