The Add Another Web Link isn't going to get fixed in the short term, so the link should just be removed so people don't click on a non-working link.

Ideally, if isn't ever fixed, then the text on the page should also change and all code that does this duplication cleaned up. It's possible that this entire functionality could change or be refactored like or incorporated into the file upload page which doesn't have multiple details or options to deal with. This becomes a bigger problem though.
