Remove duplicated email template loading code from site-manage and reset-pass

https://sakaiproject.atlassian.net/browse/SAK-31381#icft=SAK-31381 moved the loading code into the EmailTemplateService, where it belongs. This PR will remove the duplicate code from site-manage and reset-pass in favour of the centralized approach.

Pretty much the same as SAK-31381; spin up a new instance and verify that all email templates are loaded.

Is there any reasonable way to test this? Some regression testing on email templates of some sort?
