calendar.options permission isn't backfilled to existing realms on Sakai 10 upgrade.

Description

In Sakai 10 there is a new permission for controlling access to the calender options and newly created site correctly get this permission, but existing sites upgraded don't have this permission.

If this doesn't make it for 10 it should go into the 10.1 conversion script.
