Email headers are not consistent for all tools

Description

I have observed email headers are not consistent for all the tools, I have checked the mails sent from following tools for missing headers:

1) Announcements, 2) Messages, 3) Email, 4) Clog, 5) Sign-up, 6) Forums, 7) Drop Box, 8) Resources, 9) Discussion Forums, 10) Syllabus , 11) Wiki, 12) Assignments, 13) Evaluation System, 14) Profile, 15) Portfolio, 16) Site Editor-add participants, 17) Build worksite

As per my observation 'To' header is missing for the mails sent from email and messages tools while composing messages.Dose anyone observed these missing headers, please let me know if I am missing anything.

It is valid to have people appear in the envelope deliver-to but not the header To:. That's what a bcc is. There are two reasons for doing that:

  • With a large group, it prevents accidentally copying mail to everyone, which tends to produce flurries of unwanted mail.

  • It is possible that users are not authorized under FERPA to see other users' email addresses.

I wouldn't recommend listing the people to whom mail is sent in a To field for that reason. If some tools do, we should consider removing it, though that can have an impact on SPAM filters, which we should consider before making changes.

The From header should definitely always be there.

I have added the missing To: header for Message Tool and Email Tool where email is getting constructed, Please review the attached patch.

As the https://sakaiproject.atlassian.net/browse/SAK-22529#icft=SAK-22529 issue is related to support.email property configuration for getting from: header in the mail generated and after all property settings also message tool generated mails are missing with To: header both the issue seams to be different.
