Assignments entityprovider is missing grade scale

Description

The assignments entityprovider expanded as part of SAK-23358 is missing the grade scale. As this forms part of the user-visible UI, it should be present in the REST UI to enable alternate UIs (e.g. mobile) to be implemented that are equivalent to the tool UI.

verified the max grade point is included in the entity feed.

Added "max points" field to feed when grade scale is of type "points." Code checked in and patch attached. Please review, test and let me know if any issues. Thanks.

verified the feed of grade type is in:

"gradeScale": "Points",

However, for point grade, there is "max points" field, which should also be exported.
