Upgrade Tomcat Version to 8.x

Switching to just using /lib isn't required for the switch to Tomcat 8.

I also think that switching to a stanrdard lib based based deploy would be really nice to finally have for 11 along with this too SAK-22241. Though I'm guessing it still isn't required?

https://bz.apache.org/bugzilla/show_bug.cgi?id=55837 seems that getRealPath is stricter in Tomcat 8.

In my quick test Sakai started up against Tomcat 8.0.20. This is using the modified cataliana.properties.
