Content of site templates is not imported to new sites that have been created from a template

Description

When a site is created from any template listed in Worksite Setup, the preloaded/configured content is not carried over to the new site. The site is created with no content. Duplication of the template site through the Site Info page of the template will result in the content being imported as expected, however.

This is not completely fixed. Content from sakai.iframe.site (also known as Site Information Display) is missing when creating a new site from a template. Tested on https://qa10.longsight.com

Looks like this was checked into Sakai trunk in early January, so setting fix version as 10
