Site template UI shows duplicates categories

Description

Site templates should be sorted into their respective category, however, UI is now showing duplicate categories (see screenshot). There should be only one instance of each category with each template appearing only under its assigned category.

Steps to duplicate:
1. Edit sakai.properties to add courseSiteType values listed below
2. Create several sites through Worksite Setup
3. Edit the sites in the Admin Sites tool
4. Change site property: template = true
5. Change site-type in Sites to something below

courseSiteType.count=3
courseSiteType.1=course
courseSiteType.2=affiliation
courseSiteType.3=specialized_courses
courseSiteTargetType=course

patches applied to trunk - note that nightly won't display automatic 'copycontent' checkbox unless special templateControls are in sakai.properties
