There are two "things" in the LTI administration tool. The "External Tools" (stored in lti_tools) and the "Resource Links" (stored in lti_content).
Originally I called these "Tools" and "Content Items" in LTI 2.0.0 because I was focused on Lessons as our new "content-authoring" application. These terms were confusing and so when John and Zhen did the redesign of the Admin tool user interface they came up with new terms for these.
lti_tools became "Tools Available in System" and lti_content became "Tools Added to Sites" in LTI 2.1.0 - while these are better than my original very bad choices of terminology - they are still mis-leading and need to be improved.
The right nomenclature (IMHO) is to follow the terminology in the LTI specification that calls these things "LTI Tools" and "Resource Links".
I figure I will put this nomenclature change into trunk right away instead of the branch to make sure we have lots of time to translate the new text that comes from this change.
I am going to leave the terms alone as "Tools Available in System" and "Tools Added to Sites".

Tool Placements would be great. How about "Tool Placements" and "Installed Tools" ?

Would "Tool Placements" capture the intent of "Tools Added to Sites" (Resource Links)?

I think it would be confusing to those who may not be familiar with the LTI spec - perhaps a compromise approach might serve all audiences best? Something like "Tools Available in System (LTI Tools)" and "Tools Added to Sites (Resource Links)"? The term "Resource Links", by itself, could be especially confusing to Sakai users, given the name of the "Resources" tool.

When we go to LTI 2.0 (https://sakaiproject.atlassian.net/browse/BLTI-230#icft=BLTI-230) it will be even more important to get these terms right to have the new LTI 2.0 UI flow fold nicely into the existing user interface.
