target=popup window error

Description

Selecting target=popup window displays an error on http://qa1-nl.sakaiproject.org/

Alert: The a tag contained an attribute that we could not process. The onclick attribute has been filtered out, but the tag is still in place. The value of the attribute was "window.open(this.href, 'news', 'resizable=yes,status=no,location=yes,toolbar=no,menubar=yes,fullscreen=no,scrollbars=yes,dependent=no,width=400,left=100,height=400,top=100')&#59; return false&#59;".

To reproduce:
In the CK Editor, click on the URL icon
Add a URL
Click on the target tab and select popup window
Click OK
URL displays in CK Editor
Click Save/Post

Error displays

Also tested on the following servers, which allow Save/Post, but the target gets set to new window as stated in SAK-23530:

This is a duplicate of and should already be fixed in trunk and 2.9

On http://qa1-nl.sakaiproject.org/ , the following options for target were successfully kept and worked:

top/parent (work the same), blank, self
