Backfill LessonBuilder permissions for Sakai 2.9.0

Description

Now that LessonBuilder is in trunk, we should do a backfill on the permissions as part of the 2.9.0 conversion script.

The Lesson Builder permissions are not automatically set on http://nightly2.sakaiproject.org:8085/portal.
