Initial order should be inherited from toolOrder

POH contrib r3182 (trunk)

If you use POH on a system with toolOrder.xml, and you want to rearrange page order, the initial order presented is not the displayed order of the site but the underlying ordering of the pages in the Sites tool.

This is confusing to site owners who will never have seen the apparently random ordering.

It would be preferable for POH to check whether custom page ordering is in effect or not - if not, then the initial ordering presented to the user should be as is derived from toolOrder.xml.

See screenshot - portal ordering does not match POH ordering.
