This is a strange behavior that seems harmless, but ultimately cuts off a site owner's access to the 'Edit Tool(s)' action in Site Info.
Example:
1. A user adds a 'News' tool to their worksite and decides that they do not want it.
2. Instead of removing it through the 'Edit Tool(s)' action in Site Info, the user decides to just remove the title in the Page Order tool.
3. This creates an empty item on the left tool menu.
4. When you enter Site Info, and attempt to click 'Edit Tool(s)', the browser will not let you enter the sub-tool. Instead, the browser cycles and decides to keep you on the main screen of Site Info.
Workarounds: Click the 'X' in Page Order, this removes the tool. You can also restore the title to have characters and then delete it through Site Info.
It should be a quick fix to provide Page Order with the capability to check for empty strings and reject them. It seems like that would solve the problems by not allowing the behavior to occur in the first place.
