Tested this on smartsite-test against v1.8.0-b5 and I am able to overwrite comments via import.
Observation:
Using '...' (three dots) in a comment, will render as '?' once imported. It must interprete the three dots as an ellipsis character. I will create a new JIRA for this.

The currently functionality needs to be verified and then add story points.
Functional Description: Allow imported GB files to overwrite existing comment fields.
Currently any exported or external files that are imported into GB2 through the import tool will not overwrite existing comments in the GB. This also means that any downloaded comments cannot be edited externally before uploading.
Option 1: Allow comments to be overwritten during import process.
Option 2: Add a checkbox in the new import wizard to allow user selection for whether existing comments get clobbered. Suggest overwrite on by default.
