Steps to reproduce:
1. Export gradebook
2. Add comments in the export file. Add '...' in one of the comments
3. Import file
4. View comment in GB2. The '...' turned into '?'
NOTE:
Exporting and importing comments that have existing '...' in them don't have this problem as longs as those comments are not modified in the export file.
