Export/Import of a GB item does not persist "Give ungraded no credit:" or "Release scores:" option

will create other GRBKs for some minor issues noticed during this testing.

QA Test

– created all possible combinations of settings for individual items in all types of gradebooks (nocatpts, nocat%, nocatletter, catpts, cat%, catletter, wtcatpts, wtcat%, wtcatletter),
– exported them in three formats (csv, xls, xlsx),
– opened export files in Excel to check for settings 'flags' in item name fields.
– imported most of them to new sites and existing sites.
– used the create site reusing gb from existing site to duplicate the gradebooks in most configurations.
– use the site editor -> duplicate site function and the site editor -> import from site function to create new sites using the gb from most existing sites.

all the settings seem to be exported and imported and copied to new sites correctly.
