refactor isCategoryFullyWeighted()

Description

some recently reported issues with gradebook structure verification such as GRBK-596 seem to be trace-able to a refactor of this method committed with GRBK-554. There seem to be 1 or two special cases that it misses now.

This refactor will start with the old code (that produced the desired effects)
