Verification via REST misses fractional category errors

Description

if one or more categories have fractional percentages (eg, 50.1%) and the totals for all categories do not add up to 100%, the error is not detected by the code underlying '/verification/guid/gid' REST call

This was 'refactoring' so it did not effect current function and current function for verifying category summations has been tested and passed by QA (see )
