On scantron import, even when category is assigned in the dropdown, items are still created as "Unassigned"

Description

This is as per an email response from Nancy:

"yesterday, when testing scantron importing, I imported 2 ways.
first way was to just do a vanilla import into a category site - import the scantron,
ignore the popup saying I had items not assigned to category and it imported to
automatically created Unassigned category. then I moved it.
second way was to try and assign it during the import process, using the
import-setup screen. I selected a category and the scantron STILL went to
the Unassigned category.
repeatable."

QA TASK:

Items uploaded into manually assigned Categories rather than remain "Unassigned."

Verified that on scantron import, when a category other than "Unassigned" is assigned in the dropdown, items are not still created as "Unassigned," QA Pass.

QA SUMMARY -
in testing grbk-378 and grbk-376 today, verified I can assign an item to a category
in import-setup and NOT have to hit Return or click elsewhere on the screen.
selecting category from dropdown and hitting Next does the job.

QA RESULTS -
pass on -test
