Items created within Categories not included in grade do not allow persistent % of Category

Description

An item in a weighted category does not allow the "% Category:" field to be persistent (field value can be altered) when the parent category is not included in grade. The value WILL be persistent IF the category is changed to be included in grade.

Opinion: % Category values for items SHOULD be able to be assigned even when the parent category is not included in the grade.

I just ran a test in hosted mode and it seems to work fine. See attached screenshot.

Can you provide instructions on how to reproduce?
