Allow for "extra credit" questions in Tests & Quizzes

Description

Add the ability to mark a question as "extra credit" and an option within the assessment settings to determine whether to cap the points possible at the maximum amount or allow students to earn more than the total points possible. Please see linked JIRAs below:
