The submission email in the code is slightly non-standard

Description

triggering a submission email must follow the standard ways in which an email is triggered.ie:

The normal email workflow is:

Emails logic processes adresses etc..
passes email to CommonLogic (Delivery LOG here)
CommonLogic does a little validation the passes to ExternalLogic to send emails.

New email way is:

Emails logic processes adresses etc.. (Submission Confirmation LOG here)
passes email to ExternalLogic directly.

I'm trying to work out a patch that could be applied to trunk of evalsys to get UCT's work on this into the 1.4.x release of EVALSYS. It looks like that would involve merging the fixes from first and then merging Lovemore's changes from EVALSYS-765, but there are conflicts and errors when #69580 is merged. It seems there may have been other changes before #69580 that these depend on.
