Email Confirmation of Submission

Description

Submission receipt: We have added an email that is sent to students upon successful submission of an evaluation response. This email may be used to prove participation, among other things.

Adding patch file (EVALSYS-765.patch) with proposed changes. This is based on work in UCT's branch, which was based on work in UMich's branch. I think the only possibly significant difference from UCT's branch is that the DateFormat is allowed to use the locale's default format, instead of using a constant format which might not be appropriate in some locales.

More testing is needed before committing the patched version to trunk. More about that tomorrow.

I'm trying to work out a patch that could be applied to trunk of evalsys to get UCT's work on this into the 1.4.x release of EVALSYS. It looks like that would involve merging the fixes from first and then merging Lovemore's changes from EVALSYS-765, but there are conflicts and errors when #69580 is merged. It seems there may have been other changes before #69580 that these depend on.
