Adding DOCS tool to site should create site's resources follection if it doesn't exist

Description

When the DOCS tool is added to a site, it depends on there being a resources collection for the site. The DOCS tool should add that collection if it doesn't yet exist.

Added context observer to add site collection when tool is added to a site.

This is fixed. Needs verification.
