Background:

The code, instructions, and other technical writing produced by staff and programmers has traditionally been considered to be part of their paid work and therefore owned by the institution. Hence, the institution can offer that property for use by others under whatever license they choose, with "Attribution" being the optimum for open-source.

But the situation changes with the sharing of teaching materials, sample courses, and educational matter by faculty whose academic credit rests in part on those materials, assumed to be individual creative efforts.
