Expected behavior for the Sakai Dashboard tool is that MOTD posting will appear in the user's view when first logging in after the announcement is posted, and that the announcement will continue to display until the user dismisses the announcement.

Current behavior is that the MOTD announcement is visible upon login but navigating away and back within the app or reloading the browser page will cause it to disappear. Removing and reposting the announcement will make it reappear but it will again disappear if the user navigates away or reloads.

To reproduce:
Post an announcement using the MOTD tool
Verify display of same in My Workspace/Dashboard
Navigate to a site in Sakai, then immediately navigate back to My WorkSpace/Dashboard
OR
Reload the browser page while viewing the announcement in the Dashboard
The announcement is no longer displayed in Dash
