Detect Mobile Devices and route session to use mobile Wicket templates

Description

The task is to provide a Dashboard View that is mobile friendly. The Dashboard Tool will detect the device (or the portal will) and route the session to a different set of Wicket templates.

The task does not involve using /direct to get at the Dashboard data.
