Merge SAK-16600 changes and all related bug fixes into UM branch

  1. Additional JIRAs that need to be merged to the UM branch are:
    SAK-23809
    SAK-23811
    SAK-23837
    SAK-23818 - (ZQ: merged)

  1. Nice to haves include:
    SAK-23635 - (ZQ: merged)

  1. These were closed as unreproducible, but we should test these use cases
    SAK-23832
    SAK-23848

The confirmation screen that displays the chosen tool list for project sites has some extraneous text. For instance, when you add a web content or news tool, you are presented with the following:

News (News) ( http://www.ns.umich.edu/htdocs/releases/rss.php )
Web Content (Web Content) ( http://forum.doom9.org )

The second iteration of the tool that appears in parenthesis is extraneous and should not be provided to the user. This is also different from production behavior.

In Site Info, the number of participants is not displaying correctly. Instead, we see a message about a missing key: 'participantListSize'
